Project Manager & Contracting Officer’s Technical Representative (COTR):

*        Program manager for classified microsatellite development project planned for Space Shuttle launch.

*        Technical advisory member of a source selection team for a small satellite advanced technology demonstrator called the Space Tether Experiment (STEX).

*        Contracting Officer’s Technical Representative (COTR) and Project Manager for several space technology development projects including: microsatellite applications, GPS for attitude control, electric propulsion upper stages, solar thermal upper stages, on-orbit spacecraft servicing, future satellite constellations and enabling technologies, adaptive structures and non-pyrotechnic release mechanisms, nanotechnology applications, and advanced concepts.

*        COTR within the acquisition department for a classified major spacecraft program office.  Involved in systems engineering, integration, test, and evaluation, research and development, and pre-configured interfaces for the insertion of space technology experiments.

*        Member of an architecture development team to develop the Integrated SIGINT Overhead Architecture (IOSA 2) to improve performance while reducing cost.  Technical contributor for enabling space technologies and satellite constellations.
